Attracting the business to road infrastructure improvement

A public-private partnership is planned to be introduced in the area of ​​road safety and creation of road infrastructure. Ministry of Internal Affairs prepared the Draft Resolution of the Cabinet of Ministers of Uzbekistan, which is open for public discussion until November 14.

According to the project, investors and business entities are proposed to be provided:


- the sections of highways with investment commitments to create new road infrastructure facilities - for up to 30 years;

- the road sections for realization of projects for implementing the integrated traffic monitoring systems and smart video cameras for recognition of face and vehicle state registration numbers - for up to 10 years;

- the land plots for organizing paid parking areas along the highways with parking machines and information systems that record violations of payment rules for placement of motor vehicles, for up to 10 years;

- car parks, under jurisdiction of local state authorities, including those located in the territories adjacent to markets and shopping complexes, for organizing paid car parks on their base with information systems that record violations of payment rules for placement of motor vehicles, for up to 10 years;

- land plots for the construction of road infrastructure facilities, in particular, resting-places for drivers and passengers, campgrounds, motels, vehicle maintenance and repair sites, gas stations and others with the commitment to landscaping along highways, for up to 10 years.

At the same time, it is necessary to have an alternative public road along with paid highways. It is planned to set differentiated forms and amounts of payments in paid highways, taking into account daytime and nighttime.

The limit of maximum allowed speed on paid highways will be higher for 20 km/h than the fixed speed.

Traffic monitoring systems and smart video cameras, implemented by investors, should be connected to the integrated automated information system “Administrative Practice” of the Main Department for road traffic safety of the Ministry of Internal Affairs for online transmission of the offense facts.

The amount of fines for violations of the traffic rules, identified with the help of installed smart video cameras, as expected, will be sent to the state budget - at least 20%, the local budget - 20% with a targeted focus on road infrastructure development, non-budget fund of the Ministry of Internal Affairs - 30%, private partner`s account - no more than 30%, taking into account the intensity of road traffic and the functionality of video cameras.

The amount of received funds from the use of paid parking areas and paid car parks is planned to be directed to the local budget - no more than 30% with a target direction for the development of road infrastructure and to an account of a private partner - at least 70% taking into account the congestion of the adjacent territory by motor vehicles and the functionality of parking machines and information systems.

As expected, until January 1, 2022 investors will be exempt from customs payments for the import of equipment, components, software and building materials not produced in Uzbekistan, as well as value added tax for works performed by non-residents of Uzbekistan.


The law “On paid motorways” is planned to be developed within a three-month period after the issuance of the Decree of the Cabinet of Ministers.
